The Easy Google Tag Manager plugin adds a field to the existing General Settings page for the ID and displays the javascript in the front-end footer.

You can sign up for a Google Tag Manager account here.
This plugin makes it even easier to use Google Tag Manager by adding all the code itself – all you need to do is provide the account ID!
Installation
Upload the easy-google-tag-manager folder to the /wp-content/plugins/ directory
Activate the plugin through the ‘Plugins’ menu in WordPress
Go to Settings > General and configure your Google Tag Manager account ID.
FAQ
Why isn't the output display working?
Two possibilities: first, you haven't specified the ID in the admin panel yet; second, your theme lacks a call to in the footer.php or footer above the closing tag.
